Policy Driven Approach:

Government of Gujarat has recently introduced the Aatmanirbhar Gujarat Schemes for Assistance to Industries 2022.

Salient features:

  • Increased scale and scope of assistance to MSMEs.
  • Basket of incentives to MSMEs up to 100 per cent of their investment.
  • Encouraging youth to become job-creators by de-risking investments.
  • Employment linked incentives for quality employment opportunities.
  • Enabling Gujarat's industries to play a crucial role in global supply chains.
  • 10 thrust sectors covering 23 sub-sectors to get incremental incentives.
  • Special focus on NextGen Green Manufacturing.
  • Expected to attract investment of over ₹12.5 lakh crore with employment opportunities for over 15 lakh people in Gujarat.

Key Incentives:

  • Aatmanirbhar Gujarat Schemes for Assistance to Industries.
  • Capital subsidy up to 25 per cent of term loan amount up to ₹35 lakh for micro units.
  • Internet subsidy up to 7 per cent on term loan up to ₹35 lakh per annum for up to 7 years for MSMEs Interest subsidy up to 12 per cent of eligible Fixed Capital Investment (eFCI) for large, mega industries.
  • Net SGST reimbusement from 18-80 per cent of eFCI based on size of investment, location of industry.
  • 100 per cent of capital input tax credit reimbursement over 20 years for mega industries.
  • 100 per cent reimbursement for 10 year's employer EPF contribution up to 12 per cent of basic pay or up to ₹1,800 per month, whichever is less.
  • 100 per cent exemption from electricity duty for 5 years.
  • Gujarat has consistently ranked in the top category as 'Best Performer' in DPIIT's State' Start-up Rankings by Governmnet of India three time in a row.
  • The state also received 'Prime Minister's Award for Excellence in Public Adiministration 2017', in recognition of successfull implementation of Start-Up India programme.
  • Home to 8000+ startups, the state has a vas network of 180+ incbutors for supporting startup in Gujarat.
  • Gujarat was the first state that launched the State Startup Policy in 2015. The latest State Startups including:
    • Speed support up to ₹30 lath
    • Additional support up to ₹10 lakh for startups with significant impact on society
    • Sustenance allowance of up to ₹25,000 per month for 1 year
    • Other support includes acceleration support, soft skill development
    Till date, the government has supported 367 startups with speed support of over ₹53 crore.
  • Student Startup and Innovation Policy 2.0 aims at spurring enterpreneurial talent at primary education level. ₹17 crore seed fund has been earmarked by SSIP for student entrepreneurs.
  • The state is home to 180+ incubators across sectors including engineering, techonology, defense, pharma, agriculture, grassroots et al.

Gujarat: A vibrant startup destination

  • The vibrancy of startup is spread statewide, with startups registered in 30 districts of Gujarat (90 per cent of state's districts).
  • Gujarat Venture Finance Limited (GVFL), set up by the Government of Gujarat, is the pioneer of venture capital in India. GVFL has raised 9 venture capital funds which have supported over 100 companies, In order to support startup / entrepreneurs in surviving 'Valley of death' phase in their journey, Government of Gujarat has set up ₹1,000 crore 'Gujarat Young Entrepreneurs Venture Fund' under GVFL to provide small ticket size funding to startup.
  • iCreate, set up under the visionary leadership of the prime minister, is the largest incubator in India and has recently been recognised as winner of the National Award for Technology Business Incubator 2020. It alone has supported over 490 startups across sector. iCreate has evolved as a bridge between 'Support Nation', Israel and India's enterpreneurial ecosystem.
  • A undified 'State Startup Portal' brings together information from various stakeholder like incubators, accelerators, venture funds, industry partners, mentors, and government departments on a single platform.
  • Mentorship: The state has a pool of 300+ mentors across sector on the portal.
  • Gujarat has also partnered with reputed institutions like IIM Bengaluru to conduct capacity development of incubation managers, so that best-in-class support is made available to startup in the state.
  • The state has relaxed criteria for procurement from startup including restriction of prior experience or turnover. This has ensured that the startup get a level playing for public procurement.
  • Startups supported under the Industrial Policy have earned a revenue of over ₹500 crore since the launch of state startup policies.
  • Over 1,100 national and international patents have been filed by Gujarat-based startups.
